Alan Terry discusses his work ensuring IT and cyber resiliency for USACE

Alan performed as the Information Assurance Engineering Senior Manager for the U.S. Army Corps of Engineers – Information Technology (ACE-IT) program from Aug 2010 through April 2015. Leidos provided IT and cybersecurity support for approximately 1,500 locations; 60,000 networked end-user devices; 60,000 email accounts; 900 voice/data circuits; and 63,000 telephones for approximately 32,000 users. Alan’s role was to ensure that the USACE’s national civil and military mission support responsibilities operated with continuous, minimal risk and were cyber secure.
Below Alan answers questions why partnership is critical to large, long-term IT programs.
What does partnership mean to you?
Partnership to me means that different entities merge together as one to achieve mutual goals and objectives, share the same concerns and truly achieve and maintain common ground. This is forged through the establishment of a transparent and seamless relationship whose foundation is truly mutual trust.
When did collaboration with ACE-IT lead to better business outcomes?
Early in the program, the team faced misunderstandings related to achieving an agreeable vulnerability management program (VMP). Leidos and ACE-IT recognized the issues and worked hand-in-hand to create a solution with the right people, processes, procedures and capabilities. Collaboration came through rhythmic meetings, accurate and transparent reporting, and corporate investment. As a result, the team identified, implemented and enforced a mutually agreed upon VMP that achieved a cyber secure environment and enabled the USACE missions.
By the end of the contract, this relationship was cemented and the USACE customer provided the following commentary: “Information Assurance: The Leidos team has been relentless in the pursuit of USACE IA excellence. The IA Lead has shown great leadership in guiding and advising the entire Leidos team in the mission critical service area. During the Award Fee (AF) Period 7 performance period IA performance metrics have sustained and in many cases exceeded the outstanding levels reported in the previous AF period. Leidos’ proactive execution of focused cyber security initiatives has greatly improved ACE-IT enterprise information security and prevented the potential loss of mission supporting IT services.”
How do you strengthen partnerships with your customers?
Collaborate often and deliver. I focus on face-to-face meetings and full transparency. As part of my commitment to transparency, I make a point to inform the customer of the good along with the bad. In short, I do what I say I am going to do when I say it will be done.
