Gregory L. Garcia was selected for the Senior Executive Service in 2005. He assumed the position of the Chief Information Officer/G-6 (CIO/G-6) at the US Army Corps of Engineers on21 February 2016. In this role, he serves as the principal advisor to the Corps Commanding General on information technology issues. He is responsible for all aspects of information resource management and information technology for the Corps.

Ms. Sparrow-Walker joined the Department of State in September 2007 after serving over 25 years with Department of Army supporting both Military and Civilian Personnel Systems and Data Centers. She is now serving as the Department Director of the Information Resource Management Bureau’s, Systems and Integration Office.

Ms. Sparrow-Walker has a wide variety of experience in IT Financial Planning and Budgeting, Contracting, and IT Systems Development, Operations and Maintenance. Her significant accomplishments include the centralization of a distributed Army Civilian Recruitment System, supporting over 300,000 worldwide internal users, as well as the general public; the deployment of the State Department’s first Enterprise Intranet SharePoint environment, one of the largest implementations of SharePoint in the world – second only to Microsoft itself, and the Department’s first implementation of a Modular Data Center, which provides the ability to expand and contract IT resources based upon the needs of the Department.

As SIO Director, Michelle is responsible for operating the Department’s enterprise data centers, providing Infrastructure as a service, enterprise collaboration services, and delivering integrated software solutions. Michelle’s goal is to meet the Department’s information technology strategic mission by driving efficiencies in the Department’s core Data Centers through increased virtualization, reduced operational costs, and hybrid cloud computing.

Mr. Simpson serves as the newly appointed Chief Product Officer (CPO) for the Chief Product Office within the Office of the CIO in the Department of Health & Human Services (HHS). He was previously the Chief Information Officer (CIO) at the Food and Drug Administration (FDA) in Washington, DC. In this role, Mr. Simpson provided information technology services and support to approximately 20,000 federal personnel and contractors that comprise the FDA community throughout the continental United States and internationally.

Mr. Simpson has more than 27 years of information technology (IT) leadership and management experience from the private sector and in the federal government. He has managed at the executive level in the areas of strategic planning, organizational development and operational efficiency. Mr. Simpson is experienced in improving business processes, and managing complex, multi-disciplinary and time sensitive projects while achieving cost savings.

Mr. Simpson began his career in the United States Air Force serving 3 years active duty and 3 years active reserve.

Mr. Simpson worked in the IT field as a systems analyst, Senior Technical Advisor, IT Manager and CIO in the private sector for 18 years.

In 2010, Mr. Simpson began his federal government career as the CIO for the United States Department of Justice Criminal Division in Washington, D.C. As the CIO, he led the Information Technology and Litigation Support units which supported over 2,000 investigators. Under Mr. Simpson’s leadership, he reduced the annual IT and litigation support budgets by more than 50%, achieved a net annual savings of more than $3 million dollars from data center and server consolidation, and implemented a disaster recovery and continuity of operations solution which increased network and application availability by 22% and realized an annual cost savings of $3 million dollars.

In 2014, Mr. Simpson was appointed to the Senior Executive Service (SES) as the Associate Chief Information Officer at the U.S. Department of Transportation. His responsibilities included leading the IT Shared Services organization that supported 72,000 users, providing the vision, leadership and oversight in the development of the strategic direction of Transportation’s Common Operating Environment and Enterprise Architecture as well as IT policy and procedure planning, formulation and direction.

Mr. Simpson earned his Master of Science in Information Systems from Drexel University in Pennsylvania, and his Master of Public Administration and Bachelor of Science in Resource Management from Ohio State University.

Kelly O’Connor has been a product manager at the United States Digital Service (VA team) since 2015. She is passionate about serving Veterans and an honorary mentor for the Buffalo Veterans Treatment Court. She has expertise delivering large, complex programs at companies including Deloitte, Gartner, and Goldman Sachs.

Angela Heise is President of the Civil Group at Leidos. In this capacity, she is responsible for providing solutions to US Cabinet-level civil agencies and major elements of the public and private sector across the globe. Focus areas include air traffic automation, energy and the environment, federal infrastructure and logistics, IT and cybersecurity, and transportation security. Prior to this role, Heise served as vice president of Commercial Markets for Lockheed Martin-Commercial Cyber, where she was responsible for delivery of a portfolio of cybersecurity and information technology solutions and services to commercial Global 1000 customers.

Heise graduated from Southern Illinois University with a Bachelor of Science in computer science. She was recognized in 2012 as Aviation Week’s Top 40 under 40 and in 2013 was one of Federal Computing Week’s Top 100 Executives.

Jason Miller is an executive editor and reporter with Federal News Radio. As executive editor, Jason helps direct the news coverage of the station and works with reporters to ensure a broad range of coverage of federal technology, procurement, finance and human resource news.As a reporter, Jason focuses mainly on technology and procurement issues, including cybersecurity, e-government and acquisition policies and programs.
