Overview

Leidos is honored to be authorized by the Assistant Secretary for Technology Policy/Office of the National Coordinator for Health Information Technology (ASTP/ONC) to provide comprehensive pre-certification testing and post-certification reporting services under the ONC Health IT Certification Program. Our approach focuses on building long-term partnerships with health IT developers to support the successful achievement and continuous maintenance of their certified health IT products.

An Leidos ONC-ACB certificate indicates that your health IT meets the stringent criteria for technological capability, functionality, interoperability, and security set by the U.S. Department of Health and Human Services (HHS) to support various programs and initiatives.

The ONC Health IT Certification Program, established in 2010, has continuously advanced the standards for secure, interoperable, and patient-centered health technology. Building on more than a decade of foundational work, the program evolves annually to enhance patient care and safety and to ensure equitable access to electronic health information for patients, clinicians, hospitals, and all members of a patient’s care team.

In 2024, Health Data, Technology, and Interoperability 1 (HTI-1) laid the foundation for seamless electronic health information exchange, setting national expectations for connectivity, transparency, and data-driven innovation.

Building on this, HTI-2, through the Trusted Exchange Framework and Common Agreement (TEFCA), created a nationwide infrastructure for trusted, secure health data exchange—ensuring patient information can reliably follow individuals wherever they receive care.

HTI-3 strengthened patient privacy, refining information blocking regulations and introducing the Protecting Care Access Exception to safeguard sensitive health information, including reproductive health.

Effective October 2025, HTI-4 advances patient engagement and data interoperability with six new certification criteria covering electronic prior authorization, e-prescribing, APIs, and payer data exchange. These updates enhance the accessibility and usability of health information across the care continuum.

Together, HTI-1 through HTI-4 represent the ongoing evolution of the ONC Health IT Certification Program—driving interoperability, reinforcing privacy, and enabling a more connected, patient-centered healthcare ecosystem. Our ONC-ATL is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP, Lab Code 200427-0), and our ONC-ACB is accredited by the ANSI National Accreditation Board (ANAB, Accreditation ID# 9043), ensuring alignment with ISO/IEC standards.
