SHIELD IDIQ IS NOT for Advisory or Assistance Services (A&AS) or for Systems Engineering and Technical Assistance (SETA); Only IT requirements ancillary to the work areas are allowable.

Authorized Users: Ordering Activities: Duly warranted Department of War (DoW) Contracting Officers in good standing with the appropriate contracting authority are authorized to issue solicitations and award orders under this contract. Agencies that are not within the DoW are not authorized to use this vehicle.

Market Research is mandatory for this vehicle.
