New Podcast Discusses Strengthening the Intelligence Community Workforce

In a recent episode of the Intelligence and National Security Alliance (INSA) podcast, Intelligence Career Conversations, Leidos Vice President and Strategic Account Executive for the Intelligence Community Andrew Hallman, shared his insights on growing and sustaining a capable, resilient intelligence community (IC) workforce.

Drawing on his 33-year career at the CIA, and his service at the highest level of the IC as the principal executive at the Office of the Director of National Intelligence, Hallman discussed how early academic influences, on-the-job learning, and pivotal mentors shaped his professional journey.

  • Diverse career pathways: There is no “one-size-fits-all” path into and through the IC. Hallman shared how his career spanned a variety of diverse roles from analysis and serving as the President’s Daily Briefer to fostering digital transformation and standing up the CIA’s Directorate of Digital Innovation. The IC benefits from a wide array of backgrounds and individuals who bring different perspectives, skills, and a passion for on-the-job training. Hallman reflected, “You join a career of careers, where it doesn’t feel like you’re in one career—you’re in many.”

With AI, the IC has the opportunity to elevate our human cognition and our intelligence tradecraft -- to the point where we can be better intelligence officers.

  • Mentorship and cross-sector collaboration matters: Having experienced leaders and mentors as guides help early-career individuals understand not only “what” to do, but “how” to grow and advance in the IC. Moreover, cross-sector collaboration—bringing together government, private sector, and academic institutions—is essential to tap into new skill sets, drive innovation and broaden the pool of IC-ready professionals.
  • Digital fluency across the IC workforce: As AI rapidly reshapes intelligence tradecraft, digital fluency is becoming essential. AI’s ability to accelerate sense-making, analyze complex data, and deliver insights at mission speed is elevating human intelligence tradecraft. For competitive advantage, it’s more important than ever that the IC workforce has a strong foundation in AI.
