Chief Business Development Officer
Debbie Opiekun is the Chief Business Development Officer for Leidos, responsible for all aspects of business growth including new business pipeline expansion, capture and proposal execution, on-contract growth, and successful customer relationship management. She leads teams in business development, capture operations, government affairs, and customer excellence that focus on delivering industry-leading win rates and above-market organic growth.
Across a highly impactful career journey, Ms. Opiekun combines wide-ranging business experience across systems engineering, process optimization, and profit and loss responsibility with in-depth technical expertise central to translating a customer’s mission requirement to delivered solutions.
Before her appointment to the Leidos executive team, Ms. Opiekun served in multiple roles across the Leidos Health Group, including Deputy Group President and Senior Vice President for Military and Veterans Health Solutions. In this latter role, she was responsible for a broad range of programs supporting the health, wellness, and performance of Service Members, Veterans, and their families. She oversaw the win, start-up, and execution of the Military and Family Life Counseling Program and numerous deployments of the Military Health System GENESIS. With more than 1,000 people under her leadership, she was recognized in 2021 with a “Mentor Maven” Women of Excellence Award from the National Association of Female Executives.
Preceding her work in the Health business, Ms. Opiekun served as the leader for critical Capture Operations and Excellence initiatives in the Business Development and Strategy organization at both Leidos and Lockheed Martin Information Systems & Global Solutions. As Senior Vice President of Capture Operations and Excellence at Leidos, she was responsible for the development and implementation of a new enterprise process to secure highly competitive government contracts, providing capabilities to increase the probability of win. This included direct responsibility for executive capture managers, competitive intelligence, position-to-win, financial strategies, capture support, and proposal operations. This transformational approach remains a critical contributor to the business being named number 1 on the Washington Technology Top 100 for five consecutive years.
Ms. Opiekun, with a Bachelor of Science degree in computer science from Virginia Tech and a Master of Science degree in systems engineering from the University of Maryland, began her career in satellite communications engineering, research and development programs, and large-scale engineering operations management. She is a passionate contributor to numerous initiatives aimed at increasing the representation of women in engineering and science disciplines in conjunction with a long-standing history of supporting underprivileged children and their families on their journey to STEM careers.
